From what I've seen at regional events these teams are set after an hour, some show up with multiple sheets of paper. If anything I feel bad for the scouting teams, they will be playing What If all night instead of getting some sleep. I expect everyone will show up with huge decision trees of choices.

The first, and oftentimes second and third captains will know who their first robots will be before alliance selection happens, wheras 4 through 8 don't have that luxury. In the traditional lunchtime alliance selection format it's not a huge advantage since it's not much extra time, but since allaince selections are first thing Saturday morning the top seeds are given a massive advantage in planning match strategy and especially in planning subsequent picks. It would probably even make sense for them to do their scouting meetings Friday night together, while the lower seeds can't since they won't know who they'll be playing with.
