I don't know if this fixes the problem you see, but theoretically you could just send your Chairman's team to the WF. In fact, you could even judge CA at both events and only announce it at WF. (I suppose it would be too bad not to be there for your own CA announcement, but that would be in your trade-off between the events.) CA isn't a spectator sport after all: it's the crowning that makes WF special. And most people probably wouldn't even notice whether the CA necessarily competed with their robot at the WF.

This would preferably use the same set of CA judges at both events (at least as much as it does now), but this could be a relatively small number of volunteers specifically selected ahead of time in part because they're free on those days (wouldn't have to be all of each event). That's a heck of a lot easier than coordinating a back-to-back for qualifying teams.
