If people do not make their picks at the appointed time they are scheduled to make a pick and have not submitted a list then you, as the draft runner, are required to issue them a randomly selected team so the draft can continue. If they wish to substitute a team during the draft they can do so but cannot have teams selected after their turn by other teams.
