It wasn't clear that this was what you were asking. I still think he outlined why he wanted the captains, and that was to share ideas about what captains can do/meet new teams from across the world. This is kinda similar to the Dean's List Finalist Facebook group that also exists. If you want completely open networking, there are many many many other facebook groups for first that are open to join. (Game specific ones, FRC, FLL, Alumini groups, Regional FIRST facebook groups)
A team captain group is just another commonality that people can have something to talk about when getting to know each other.
