In the documentation it says not to use the Java version, but to use the C++ version, no matter which language you use.

To install the tools, you should go to Help -> Install New Software, and type "Luna" in the search box and click the recommended link that pops up. If nothing appears after a while, try unchecking the box that says "Show only the latest versions of available software".

When the items for download load, open the tab that says "Programming Languages" and scroll down to Eclipse Java Development Tools. Check the newest version's box and click next. Take the defaults on all options and let it install. Restart the IDE and you're good to continue in the documentation steps.

The WPI tool installation should be the same process regardless of whether you are using Luna or Mars.
