Not sure who 1823 is...
987 should be on this list for sure. 1986 and 1717 could make a case to be here also. 1023 is great but I don't know if I'd put them that high.
The amount of banners doesn't necessarily correlate with the best teams. Teams in districts often go to more events than teams in the regional system.
