That list is really never finalized, pretty sure you can join anytime. In practice, it doesn't make much sense to join much after kickoff. Teams that join just prior to kickoff, get a temporary number, and when a number is finalized they will show up on the FIRST website.
Last year rookie teams were showing up new the third week of build season.
That is why the hold spots in registration process.
