Your interpretation hinges on the administration
having to report the clock to the police. I won't claim to know for certain, but I don't think a Zero Tolerance policy applies to any electronics brought into a school.
I think the administrators / teachers HAD to believe that Ahmed brought a hoax bomb to the school. They don't call the police for
every piece of electronics brought to school.
The real question we need to be asking is why they thought he had intentionally brought a hoax bomb. And that question is much more likely to end in racism.
