I asked FRCTeams and received this reply 07Oct2015:

"Thank you for your email. FIRST does not yet have any information regarding the theme for the 2016 Safety Animation Award. We understand teams are very enthusiastic about this award and would like to start creating their videos. Once we have the information, we will communicate it to the teams in an email blast and it will be posted on our website. If necessary, we will adjust the award open and close dates so teams have enough time to create their videos and submit them.

We are very sorry for any inconvenience this may have caused.
