One thing to keep in mind, the Rookie All-Star Award is optional. So, if the judges do not feel as though there is a rookie team at the event deserving of the award, it does not have to be given out. I think this is something many people are unaware of.
The teams I have worked with that have won Rookie All-Star make sure to do community outreach and demonstrations. Some rookie teams even look into starting FLL or FTC teams in their middle or elementary schools. I like to think of it as a "starter" Chairman's.
