here are two configurations that might be legal, although you'll have to check the rules carefully. One has the bumpers at maximum height, and the frame is level. The other has the front bumper at maximum height, and the rear at minimum height, and the frame is angled.

You need a bumper in front of the two front wheels. Unless you have a single large front wheel, but then it cannot extend past the back edge of the bumper in the starting configuration, although it could stick out after the match starts.
