Is this speed controller defective? I believe this is one we got from the VEXPro voucher.

Please check to make sure that all of the motors are spinning in the same direction. At low speed you may not see it as the other motors may be able to overcome the one going in the opposite direction.
The way we do this on our team is to connect each motor one at a time to verify it spins the wheels in the same direction as the others.
This is usually what happens when we see this phenomenon.
