Re: Are these bumpers illegal?

Right off the bat, the first thing that comes to mind is R26:

BUMPERS must be supported by the structure/frame of the ROBOT (see Figure 4-9). To be considered supported, a minimum of ½ in. at each end of the BUMPER must be backed by the FRAME PERMIETER. Additionally, any gap between the backing material and the frame:
A. must not be greater than ¼” deep, or
B. not more than 8 in. wide
Emphasis mine. Based on just that, I would say no, your bumpers are not legal currently.

Once you fix that, I would suggest posting additional pictures to ensure that your bumpers satisfy the rest of the requirements in Section 4.7 of the 2016 Game Manual.
