No, you may not win Rookie All-Star (or any of the other culture change awards) at two like events in one season. Correction as pointed out below.

Rookies can get to the FIRST Championship via winning RAS, Engineering Inspiration or the playoff rounds at a regional. District rookie teams can also acquire on the the slots for their district.

There is no firm rule (I could find) preventing a rookie team from getting all three rookie awards but the judges can opt to not give Rookie All-Star or Rookie Inspiration. I do not believe a sweep has happened since the awards have become optional.
