It is a recent addition, I believe it started in 2015.

I cannot find a post on it right now but I remember an instance in 2015 when a team won EI for the second time because the judges were unaware and Frank had to post a blog regarding it. Edit: Here's the CD thread of the post I remembered. The link to the blog post does not work. This seems to have been at a district.

Here's a thread discussing it and giving examples of it happening at regionals in 2015.

The manual gives no reference to it this year so I expect RAS is fair game for multiple wins and would then open up a wild card slot.
