I'll mostly agree with Ryan's assessment of Minnesota, but I think some of the facts are wrong, and a bit more explicit data on the teams you've mentioned is good for context.

2220 has only won one RCA (but they've won 3 EI), not exactly consistent
2169 has the most RCA wins in the state (5 RCA), and 1 EI
1816 has 4 RCA, 3 EI
2500 has 6 EI wins, the most in the state
3313, 2512 each have 1 RCA

It's also worth noting that 1816 is currently the only MN team with an RCA streak.

Based on this, I'd put the order similar to yours:

1: 1816: The strongest, but only by a hair. They've both come out on top versus and been beaten by 2169 and 2220 in recent history (last five years) for the top award.

2: 2169, 2220: These two are very close to on par with each other, and though 2169 has a historic edge, it's usually neck and neck. Both are extremely strong teams in terms of community impact, and both have had a huge part in building FTC in their areas. I'd put them almost entirely on par with each other, and with a match up in Peoria this year it will be interesting to see how these two perennial MN contenders stack up against each other out of state.

4: 2500: From my understanding, they almost always fit the criteria for EI more than RCA, but they've been on the edge for long enough and have impacted the urban FRC teams here so much that I think an RCA win is long overdue.

5: 2512: Just generally a solid team. I don't know if it was a fluke or luck or just well earned, but they pulled off a win against a team I was sure was going to be a lock (525) last year at Northern Lights. Definitely a team to watch out for.
