We had this problem a few days before bag and tag. The problem with ours ended up being that the little blue screws on our solenoid were not rotated into the correct position. Our lights on the solenoid lit up but the solenoid did not do anything else. I'm not sure exactly what position they're going to have to be but you might just want to rotate these until it works right. If your solenoid does not have these blue screws, it might be another type manual control structure which is not positioned correctly.
