Check out Google Forms and Google Sheets. It might take a while to get it working how you want it to, but this program has worked great for 1501, allowing us to access and submit data from any device that is connect to the Internet. You will have to create your own formulas to get the information organizatized how you like though, so if you're looking for a way to scout that doesn't require any work to get set up then you might have to look for another option.
