From the photo, it could be that your
track width is too narrow. 6 volts when turning is ridiculous, but 9 when driving forward/backward when the battery starts at 12 isn't too strange.
However, if the battery is 12.0 volts when not moving, it's actually starting to get a little low. A fresh battery should be closer to 13 volts.
