According to the NI roboRIO User Manual, the roboRIO does have internal pullup resistors on the DIO pins. See page 15:
DIO <9..0> on the DIO port, CS <3..0> on the SPI port, and DIO <13..0> on the MXP all have
40 kΩ pullup resistors to 3.3 V, as shown in Figure 16.
Figure 16 is just a picture of a 40 kΩ resistor between the DIO line and the +3.3 V bus.
