I looked into something like this a few years ago, basically the shipping containers would be considered something akin to sheds or temporary shelters. All requirements for the building would have to be satisfied by the central structure. In most of this area, there are some rather restrictive minimum square footage requirements.

Not entirely true. I live in Long island (Greater NYC area) and a burger place opened up down the street made out of shipping containers.
