For the most part, it isn't about something specific they've done (when there is an issue like that, I address it with the volunteer face to face). It's more a question of personality and mannerisms - they just don't quite feel right for the role. I can't really provide a reason why.
We get plenty of returning inspectors each year, I'm not going to ask every one of them if they want to be an LRI, so long as I already have one or two in training. It's a different story if they ask to be trained as an LRI.
