Hard to put IN below the PNW when they have such ridiculous high goal shooters like 1024, 1747, 1501, 868, and the like. The best high goal shooters in the PNW, such as 1540 and 4469, averaged around 5 high goals per match - just not as good as the top tier in IN.

Capture rates don't tell the whole story, to be fair. There has been a distinct lack of hard defense at Indiana events, and quite a lot of impressive defense at PNW events.
Additionally, capture rates can be bolstered by the events being smaller, as Michigan events (especially MSC) tend to be larger than IN events. The over 100 teams at MSC do slightly dilute the field compared to the densely packed field in IN.
If I had to rank the districts (which is silly, but I'm gonna do it anyway because I can't resist this sort of thing)
