14 watts is the maximum output (mechanical) power of the motor, not the input (electrical power). The electrical power needed to generate this is actually 69 watts, or 5.75 amps (half of the stall current) at 12V.
For continuous applications like the OP's, I'd recommend running at peak efficiency, which means drawing ~1/5 of stall current or ~2.3 A. Of course, in the worst case the motor will somehow jam and stall, in which case it will draw the full stall current of 11.5 A, which is still well within limits of the Jag, but the motor may not be so happy. A fuse/breaker or smart current limiting using the Jag's current readout can save your motor in this case.
