I am reading "4.6.8 Alliance Selection"

So I understand it is like this
1 -> 2 -> 3 -> 4, 1 -> 2 -> 3 -> 4
and not like in FRC ?
1 -> 2 -> 3 -> 4, 4 -> 3 -> 2 -> 1
Am I reading this right?
