To break 300, you need an absurd (albeit possible) number of teleop high goals, an average of one every six seconds of teleop. In addition, auto/endgame/C crossings have to go perfectly. Put it all together, and while 300 points is possible, it is incredibly unlikely to nail everything in one match.
I don't think that 21 teleop is actually that far out of the question, assuming the pseudo-chokehold scenario with a 3-offense lineup running third bot in and around the secret passage exit, blocking balls from exiting the courtyard, having the best shooter cycle those balls and having the second robot breach the rest of the defenses.

However, this runs the significant risk of being penalized for being touched in the opponent's secret passage, as well as a possibility of being yellow-carded for G25b or G25e. That being said, I think that it's definitely attainable with a good drive team and a drive coach that calls out incoming robots ahead of time, giving the drivers a chance to react.
