Anyone interested is allowed to join. What roles they are allowed to have depends on their interest/skill.

I would advice against having try-outs to even join the team. The point of FRC (in my opinions) is to teach the kids that might have no skills, new skills. By having try-outs to even join the team, you are immediately discouraging anyone who might think that they "know nothing about robotics" from even thinking about joining the team.
