The mock game my team came up with after the teaser qualifies on both counts (throwing footballs through round goals that move, but which can be temporarily held by activating a large lever), but I expect the real elements and/or game shall be even more unusual.

Definitely not, at least not as the
only unusual thing. Anything repeated is not unusual enough to count for a 4n+1 year. Heck, we had a workable frisbee launcher in our workshop right up to ... about four weeks ago. We could probably get it working again in three days, and I bet we're not the only ones.
To clarify - by unusual I mean at a bare minimum unprecedented in the history of FRC.
