For the past couple years,
FIRST has hosted the game manual, field drawings, etc. in the Microsoft Azure cloud. (note that the download url's on the
FIRST site point to the blob.core.windows.net domain). In the past few years, I haven't had any issues downloading the un-encrypted version of the manual within a few minutes of the kickoff stream ending.
In more recent history,
FIRST usually publishes the encrypted versions for teams who don't have access to the internet at their kickoff location. It's usually not released until a few days before kickoff, once they have finished making tweaks to the manual in preparation for its release.
