When does the Chairman's Video ACTUALLY need to be submitted to qualify?

The Awards section on the website talks about bringing a copy of the video to the judging session and giving it to the judges there.

But the submission page on STIMS includes a box to paste the youtube link for the video.

Is that just for convenience? Or is the finished video due with the rest of the Chairman's submission, and the copy to the judges is just for convenience?
