If I wanted 2 feet to hang below the DAVITS point, I could put 3 feet of the Rope above the DAVITS Interface.

This is also something I am interested in. The bit that gets me in "be designed/configured to be at least 5ft. 3 in. / to not exceed a length of 8 ft." is the "configured" bit. This says to me that knots and loops might not count toward length (as if you were following individual rope fibers down the rope length), but rather if you just stretch your rope out, whatever ruler length next to it you need is the length (maybe).
