The reason it's done this way is exactly because of some situations where people were doing exactly that, and people didn't have a chance to pick up decent teams that happened to officially add while they weren't around. (BTW, people aren't supposed to be able to--they aren't publicly available as far as I'm aware.) I myself will admit to scanning through a list of teams that would be available as soon as someone was booted and pre-preparing a post to get a good team as soon as the boot was announced (this was before waivers)--literally, see post, click "submit post"--and I wasn't the only one.
Instead, all the teams that are on waiver are announced at one time, if at all possible. This hopefully obscures the good teams in a cloud of mediocre teams. And, you still need to do your homework. There's been a few times where I've looked at a team on the waiver, compared to teams I had, and decided against making a claim.
Oh, and BTW: While you're checking those regionals, you might want to check that your teams are still ON those regional lists. Everybody's missing at least one team.
