I am a bit confused by the chart/scheme.

Team 8404 qualified at GitHub over the weekend but is still shown as the lottery team from Redwood City. Is the lottery team from Redwood City supposed to move down the Redwood city list to the next team not qualified for state? (I believe that would be 7390 due to 10023 qualifying at Saratoga). Or does the lottery now just have one less team in it?

I am not involved with any of the teams but I was just curious.
