You didn't mention the driver station. The DS will attempt to connect to the roboRIO using the team number and will also ping it.

Launch the DS and see if the establishes communications. If not, click to the second tab (diagnostics) and see if the LEDs for the robot and/or radio are there. Those are the results of ping calls to the devices that make up the robot.

Finally, you can go to the setup page and verify that the team number is set correctly, you can shift click on the drop-down to see all of the roboRIOs that were discovered and see if the roboRIO has an unexpected device name or IP number.
