I've never been an RI outside of MAR, but the MAR RI community is very, very heavy on this. We don't get a lot of/any time to do on-the-job training with RIs (me when I started), but forcing a one-by-one correction is like the #1 Don't Do That they give. LRIs will ask me this specifically when I come back to the station saying someone is currently a partial inspection. They would've had me turn around and go back to the pit if I'd stopped short of a full check (minus something like a power-on test that maybe can't be done yet).

I do worry about the lack of best practices communication throughout the RI community. I find that inspections with my team in MAR can be better even than our inspections at Worlds (which is my only team-side inspection experience outside of MAR in the last half-decade).
