Los Angeles moved to leagues this year and inter-league tournaments to advance to regionals. 8 slots are guaranteed from each ILT. While I was skeptical at first, given the growth of teams over the last 5 years it was inevitable and league meets that are wrapped shortly after 1pm is very, very nice.

NorCal seems like it could benefit from looking at this approach.
