This is accurate.

On this note, has it been determined if this is legal to do again this year? With the airships obstructing the view as badly as they do I could see how it would be useful to have.

There was a team in 2007 that had a fully articulated arm that was controlled by a "gauntlet" the driver wore that allowed the robot to mimic the arm movements of the driver.
The only downside was that the mechanism was so heavy they could only put a hook at the end of the arm, making it somewhat ineffective (but very cool to watch).
