I can't see failing a team for minor modifications to the inlet filter. If you're considering it integral to the compressor, you're already hosed because removing it = disassembling the compressor, and apparently andymark is advising everyone to do so in some fashion? How to rule if a manufacturer is tell you to modify your part for reasons is a GDC level call, really.

On the other hand, if it's not integral to the compressor, I don't see a problem. Vacuum components aren't pneumatics, and an inlet filter is always at gauge pressure or less, so I agree that it's not particularly a pneumatic component.
