What is 13?

The original design had 13 and there were 13 stripes until Vermont and Kentucky joined which bumped it up to 15 later on. Then a law lowered it back to 13. And sheesh, they say you don't learn anything useful being a Poli Sci major who also takes a lot of history classes.
