One easy thing you can do is register your team as a mentor for the FIRST Ineractive Rural SupporT network. Here you can offer help to all existing and new rural teams. You can find out the specifics in this thread

As a rural support member you also have greater access to all of our member support mechanisms.

We too are a NASA team. Basically to meet the requirements you have to make every effort you can to help other FIRST teams.
