O-ring official answer - Mike Martus

We have discussed the issue at length and stand by the decision NOT to allow O-Rings to be used. We do have an idea as to what your intended usage was.

Regarding used as a fastener: Just about anything can be stretched by definition to be called a fastener. Our fastener intent is nuts, bolts and common defined fasteners. O rings as fasteners is a stretch of the definition.

As far as decoration goes. The o-rings will have to meet the definition of the decoration materials rule. Clearly NON-Functional for decoration. Such as if you spelled out your team name in o-rings.
