Chiefdelphi does have a chat room. You can access it by clicking on the little blue AIM icon in the upper right hand corner of this screen. As far as I know, it isn't used very much.
Team 73 (tigerbolt) also has a chat room, which is used, and is often quite active. You can there through their website at
http://www.rit.edu/~us1stwww/ It is most active between 9pm and 3am, est. Stop by sometime and introduce yourself!
