San Jose State University has two dedicated OC-3 lines, practically none of which is typically taken up by student or official use (as far as I could see from the router statistics, which I conveniently happened to find [becoming friends with the network supervisor is a good thing

However, actually tapping into this connection would be rather difficult, either with or without authorization. Even more so would be to set up a server, running a webcam or what-have-you...
Though becoming even greater friends with a network supervisor could be a good thing...
