It should go in the forum that it is most relevant to. The point of his website is to provide relevant information and programs to programmers, which is why it belongs here. It's not a team's site (and he's not asking for help with it), and it's certainly not off-topic, which is why it doesn't belong in the website or chit-chat forums.
Rob, have you checked with inspiration foundation to see if they could host it?
