The real thing behind what you want to do is how detailed you want your tank tread to be. If you're looking for high quality detail you may want to take a quadpatch or a plane with lots of segments. You can then go into Photoshop and make an outline of the tread you want into a displacement map (If you need a larger explanation of this I can make one for you) and apply the map to the plane or quadpatch. This creates very detailed treads.

To animate a tread or chain I'd suggest making a spline of where you want the chain to be, then duplicate the individual part of the chain/tread and use the modifier (Modifier tab> Path Deform). After this you can use the options to place the individual pieces of the tread and use the percent tool to make them go around.
