I really don't see how it can be abused. Brandon described the reputaion system
here, and it looks pretty fair. A person can try to give as many negative hits to another as they'd like, but there's criteria for when each will count and how much it will even be worth when it does count.
It will all work itself out in the end, I'm sure.
