I really don't see how it can be abused. Brandon described the reputaion system here, and it looks pretty fair. A person can try to give as many negative hits to another as they'd like, but there's criteria for when each will count and how much it will even be worth when it does count.

Certain people are giving positive reputation points to their friends and negative points to people they don't like. This doesn't matter too much when the person doing it is just your average poster, but when it is someone who's been around a while and has posted a lot, then the rating has a much bigger impact. Normally one would think that those kinds of people would be mature enough to restrain themselves, but as many people's reputations show, that’s not the case.
Remember, no matter how “god”-like you think a person is, we’re all still human.
