Of course you can get all kinds of signals from a cell phone. If the phone is so equiped it can act as a dialup for a modem. If you use the earphone output to feed a DTMF decoder then you can send tones from the keypad on one phone to be received by a second phone, decoded by a PLL tone decoder and turned into data or control signal. The downside is needing two phones, one with an audio output. There are kits in MCM and other places that are used for just such control. The other problem is how to get the receiving phone to auto answer so that it can pass the DTMF (Dual Tone Multi Frequency) to the device you want to control. Ham Radio Operators have been using tones for control for many years to control repeaters and remote transmitters. I have used a telephone system and DTMF signaling to control video switching and transmitter on/off from a remote location.
