They were to be in Tokyo, but with Tokyo invading China and all, some other countrys planned to not attened, and Japan itself decided that it would be too much, what with attempting to take over China (again). They were moved to Helsinki, Finland. But with the whole World War II thing kicking off in 1939, it was decided it was best not to have the Olympics in 1940.
