All the contact information to FIRST is inside the "Communication" section of the documents. http://www.usfirst.org/robotics/doc_updt.htm

However, I do not see anything about a 24 hour helpline. What I do see, are non-24 hour help lines between 8:30am and 5:00pm for team support, competition questions, control system, engineering, provide corporate sponsor to FIRST, and using the FIRST logo.

As far as I understand it, FIRST is have limited staff, and doing a 24 hour help line is asking a lot from that group. So, I think you might have heard wrong about it.
